Welcome to the Permit Office of the
Harris County Public Infrastructure Department
Architecture and Engineering Division.
The Permit Office is responsible for regulating
all residential and commercial development activity
and land use within the unincorporated areas of
Harris County. We are responsible for the review of
subdivision plats and plans and commercial site
plans for compliance with land development
regulations and the inspection of those projects.
The Permit Office issues development permits and
provides field inspection services for private
development projects. Additionally we review work
performed in County rights-of-way and the
installation of all on-site sewage facilities. The
Permit Office also maintains records of all of these
subdivision and development projects.
The Permit Office was formed in 1973 to handle
the issuance of floodplain management permits as a
result of entering the National Flood Insurance
Program. Since that time the following additional
regulations and ordinances have been adopted:
- Storm Water Quality Regulations
- Driveway/Culvert Regulations
- Fire Code
- Toll Road Sign Regulations

- Junkyard Ordinance
- ETJ Sign Regulations
- Infrastructure Regulations
- Onsite Sewage Facilities

service while enforcing all applicable County
