Welcome to Commercial Permitting

Harris
County began requiring permits for structures built
in the unincorporated areas of Harris County in
1973. Harris County regulations were adopted by the
Commissioners Court of Harris County, Texas, acting
in its capacity as the governing body of Harris
County and the Harris County Flood Control District.
These regulations may be amended at any time by a
majority of Commissioners Court as approved by the
appropriate federal authorities.
Permits are issued in
strict accordance to
Harris County Regulations
which provides land use controls necessary to
qualify the unincorporated areas of Harris County
for flood insurance under requirements of the
National Flood Insurance act of 1968, as amended, to
protect human life and health; to avoid increasing
flood levels or flood hazards or creating new flood
hazard areas; to minimize public and private losses
due to flooding; to reduce the need for expenditures
of public money for flood control projects; to
reduce the need for rescue and relief efforts
associated with flooding; to prevent or minimize
damage to public facilities and utilities. (See

All construction/development
(excluding routine repair) within the unincorporated
areas of Harris County will require a permit.
Minimum requirements consist of a completed
application and site plan for each scope of work
done on site, i.e. paving, fill, etc. Affidavits are
required for placement of fill and for the
construction of a privately maintained detention
pond, retention pond and/or drainage swale. Please
